Internal-only: mark the DB agent for a cache group as uninstalled (soft
delete). Called by polyscale once the db-agent's Helm release has been torn
down, so that the agent's status resolves to NOT_INSTALLED instead of ERROR.
Not exposed to customers via the public API.
