Creates Cast-side IAM principals
required before a customer can establish trust with Cast AI.
This is the first step in the connection onboarding flow.
Idempotent — repeated calls with the same input return the same result.
For AWS, this is a no-op (the shared role in Cast's AWS account already exists).
