Cancels an active rebalancing plan. The plan is marked as failed with reason canceled_by_user
and the standard finalization flow is triggered. In-flight operations in the current phase
are not aborted but no new phases will start.
Please note that cancellation does not remove any nodes created in already-completed rebalance phases,
so it might be necessary to delete them manually.
