Get database instance caching summary

Returns per-database caching summaries for a database instance, with
optional filtering by database name and/or username. The caching
summaries are identical to those served by GetDatabaseInstanceDetails,
but this endpoint supports filtering and does not return the additional
instance-level information (cloud details, advisor stats, connections, etc).

Start of the reporting period. When omitted along with end_time,
defaults to the last 7 days.

End of the reporting period. When omitted along with start_time,
defaults to now.

Filter by logical database identifier. When omitted, all databases behind
the proxy are included.

Filter by username. When omitted, metrics for all users are aggregated.
