Complete the calling user's OAuth login.

CompleteOAuthLogin completes the calling user's OAuth login: the
authorization code surfaced by the frontend's callback page is exchanged
for tokens, which are stored via the secrets domain. The state must match
a live login state started by the same user. Completing again when
already connected replaces the stored token (re-login).

The request only carries the provider callback data: code and state. The
organization, app, and user binding comes from the stored login state,
which is looked up by state server-side — the frontend need not know or
pass it.
