Update an OAuth app.

Updates an OAuth app registration. An empty client secret leaves the
stored one unchanged ("rotate by omission" is not supported). Changing
host patterns republishes the resolution mappings of all issued user
tokens.

OAuthApp is an organization-scoped OAuth 2.0 application registration. The
client secret is never present on output; per-user tokens are never
exposed through this API.

The OAuth client secret. INPUT_ONLY: accepted on create/update, never
returned. Empty means "unchanged" on update; the create path requires a
value.
