Batch create query stats for analysis

Stores query stats collected by pg_stat_statements and running EXPLAIN on query templates.
This data is used to identify index optimization opportunities.

Timestamp of the last pg_stat_statements reset. Only present on Postgres 14+
(queried from pg_stat_statements_info). Used by the server together with
per-query counter comparisons to detect resets scoped to the monitored database.
