Gets the caller's effective secret injection mappings: the environment
variable name -> KAP secret reference (secret_id UUID) map that
CreateWorkspace injects for the caller when spec.secret_mappings is
unset (the fallback resolved from the caller's effective secrets).
Metadata only: secret values are never exposed by this API.
