Query pull request costs

Pages through the organization's latest stored calculation, which resolves all active organization
claims before the optional filters apply. A request without a page token recalculates first when an
upload changed the inventory or the stored calculation is over a minute old. If that does not finish
in time, the stored calculation answers while the recalculation continues in the background; without
one, the request returns UNAVAILABLE (HTTP 503) with RetryInfo and a Retry-After header.
When a calculation budget is exceeded, the response holds the data that fits, sets partial and
lists the limits instead of failing.
