Gets the fixed-rate cost of a single workspace, optionally over a
period. A missing window bound defaults to the workspace's lifetime
bound on that side (create time, or deletion time / now). A two-sided
window entirely outside the lifetime yields zero costs, while a
one-sided window that does not intersect the lifetime is rejected as
invalid. Works for deleted workspaces too.
