Lists the fixed-rate costs of the workspaces visible to the caller over
a period — the same per-user visibility the workspace list applies
(members see their own and org-wide-shared workspaces, organization
owners see the whole org). Costs are computed from unit prices,
workspace resource requests and the overlap of each workspace's lifetime
with the requested period; workspaces deleted during the period are
included.
