Regenerate verification tokens of a pending SSO connection email domains.

RegenerateSSOEmailDomainsTokens replaces the verification secrets of pending email-domains
claim and returns the TXT record to publish exactly once. Only pending claims can be
regenerated; the attempt counter and next check time are reset together with the secret.
