Validates the entire batch before committing financial facts and revisions, then
publishes the batch's detailed logs for the reporting processor. Acknowledges only
after both; when publishing fails it returns UNAVAILABLE and the client resends the
batch, which replays the stored receipt without another financial charge.
Conflicting events or revisions reject the entire batch.
